Try `system-image-cli -vv --dry-run` You should get some output to the console (and /var/log/system- image/client.log) which displays the device's current phase, and all the candidate upgrade paths that are available to you, plus the winning path. You can either attach the entire log (perhaps truncated to just the dry-run attempt), or paste the console output.

I got my BQ device today and proceeded to set up accounts and get it updated. At first I got application updates and no system-image updates. On looking at the version number, I noticed that it was r16.
