Public bug reported: I noticed that sometimes dialer-app and messages-app tell there is no network access (gsm network), however top bar indicators for both SIMs have full signal strenghts. It is impossible that I really had no network, so this is dialer (and sms app) problem. Reporting this problem only for dialer-app.
I pressume it has something to do with low battery state. I've notice this situation twice when battery was reaching low level (between 2% and 5%).
