Hello again! For my phone I solved the problem. I has a Sim card in my phone but the provider didn't fill in the internet settings automatic. So I haven't got mobile data. I recognised that, after I left the first time my WIFI zone and try to send a message over Telegram. After I filled in the required data everything is fine.
