This was fixed some time ago by using the arrow keys to highlight the actual Spread windows and not the icons. Marking Fix Released.

You'll see that Spread Mode (Super+W) is active and that I have 4 windows displayed (4 different applications): Nautilus, Firefox, Writer, & Evince. Within Spread Mode, I should be able to use the up/down arrow keys to move the left-facing side-arrow (the one that communicates "focus") next to the Nautilus, Firefox, Writer, or Evince icon. But this doesn't work. The up/down arrow keys will not move to all of these icons, even though they are all represented in the Spread.
