Dash - Home scope not displayed when Dash is invoked with a 4-touch

Bug description:
When I bing up the dash using a 4-touch on a touchscreen, it appears
but is devoid of content. Touching the Home button in the Navbar (or
any other Scope button in the Navbar) will conjure expected content.
This seems to be a regression from 13.04.
