There may be some components we need to do this with on pointer
environments, but normally wouldn't expect hover to change focus. Will
explore in conjunction with desktop component design

Bug description:
When running on system with a mouse, buttons, lists, checkboxes,
switches, text fields, and other widgets should indicate visually when
the mouse is moved over them. In my opinion, this makes the UI look
more fluid and responsive.
