I had a simmilar problem when updateing from 14.04 to 14.10. instalation of libc6-2.19.10ubutnu2.3 over libc6-2.19.0ubutnu6.6 stuck in half configureg state beacuse the whole system froze. I'm not sure what is the cause of the problem but I did manage to fix it by running the system in recoevry mode and running dpkg --configure -a. It;s worth mentioning that I use a custom kernel (3.18) i thought it might be the problem so to be sure i ran the ubuntu certified kernel for recovery.
That solved the problem. After a new cold boot, dpkg warn to run "sudo dpkg --configure -a" , but it freeze again the system. I'm able to unlock the situation by purging the borked entries into /var/lib/dpkg/status & available & /updates/. All i get is a bunch of broken packages that fail again to reinstall when libc6 is called by the upgrading processes. Googling around that "libhttp-date-perllibc6" package does not help, as it seems a very new issue.
