Isn't this a trivial problem to resolve?

sudo chgrp adm /var/log/upstart /var/log/upstart/*
sudo chmod g+s /var/log/upstart

Surely such a trivial filesystem layout issue can't be stuck for years
here?

Bug description:
  Logfiles in /var/log/upstart are only readable by root. They should be
  readable by members of the 'adm' group, like most other logfiles.

  (Ubuntu 12.04.)
