This also happens on mako with silo 0. I've played with it a bit today, but don't have a fix yet. Here's what I know:
App tile 0's progress is starting at 0.5 (which is why it shows up halfway across the screen already on startup). It should start at 0, I believe. Because progress starts at 0.5, the tutorial hides its labels (as it does if user dragged that far itself). But since we're not actually in a drag, things feel unresponsive.
