I have the same problem too. libcairo2 was installed from trusty- updates, then I upgrade to utopic and can't install libcairo2-dev. Seems odd that the version of libcairo2-dev in trusty-updates is newer than the version in utopic (see http://packages.ubuntu.com/search?keywords=libcairo2-dev). Causes problems for exactly the scenario I have.
