A workaround has been committed at https://code.google.com/p/audacity/source/detail?r=13894 so that src/audacity.desktop.in is set to UBUNTU_MENUPROXY=0. Audacity compiled from source will thus show shortcuts in the menus and will have its own menu bar in the application. It will remain up to Ubuntu whether they use this desktop file in packaged versions of Audacity.
