I've also confirmed that you *can* reproduce by re-enabling the wizard, resetting the lock mode to swipe, and rebooting. Should make it much easier to debug rather than having to use fresh images.
For me though, regardless of method, it's about 1 in 7 to reproduce. Which is high!
