I suggest that to save battery, GSM data connection and Wi-Fi network scanning follow the same backoff: when not connected, try again after 5 seconds, then 10 seconds, then 20, 40, 80, 120, 120, 120 ... or something like that. (Cellular network scanning might follow a similar pattern, but more slowly, since cellular networks change less often.)

I would feel more in control if the GSM connections would be listed in the network menu with the ability to switch to one of them (so being able to switch data SIMs in a dual-SIM phone without going to settings). Currently they're some magic connections that supposedly work by themselves, but this assumption breaks when they stop working.
