I would expect this window would stay always in front of other windows, however scrolling through the browser windows would not only move this window in the background, it hides it completely. In my opinion scrolling through windows with the mouse wheel should _only_ bring forward the next window, it should not hide other windows (regardless if they are "always on top" or not)
