So: 1. a package with a debian/control with a Build-Depends of libxml2-dev[1] 2. when built[2] in an environment containing libxml2-dev[3], 3. the build environment pulls libxml2-16 as the non-build dependency, 4. the generated package depends on libxml2, 5. installing the generated package in the 25.04 environment only the virtual libxml2 to libxml2-16 (or any other ABI compatible package).
