[FFe] Please ship systemd-boot-tools on all available arches

Bug description:
Currently, the systemd-boot-tools binary package has Architecture:
amd64 i386 arm64 armhf loong64 riscv64, but this is overly restricted.
The tool can be used for cross-building, and it's available on all
architectures, not just EFI ones. This should be Architecture: linux-
any instead.
Doing this in Ubuntu will have the effect of publishing the systemd-
boot-tools package on ppc64el and s390x, whereas currently the package
is not published for those arches. This change should have no impact
on the questing release other than making the tool available on all
arches.
