The above errors might be different problems, or the same one. Out of 40 tests, maybe one will get this error. The test suite shows red instead of green. This continues to happen day after day rather than being a one-time issue. The CI servers are hosted Github Actions or self-hosted AWS servers. This is reminiscent of https://bugs.launchpad.net/ubuntu/+bug/435193 "keyserver.ubuntu.com down all time - (110) Connection timed out", from many years ago.
