New plan to ease this out: let's not change the glycin-loaders package
name and just Breaks the two packages currently requiring version 1.

Debian is on-board with that; but if they were to decide differently in
the future we can re-align then.

Bug description:
  mutter 49 will add a new dependency on glycin >= 2.0:
  https://gitlab.gnome.org/GNOME/mutter/-/merge_requests/4554

  glycin 2.0 is currently available as a beta release:
  https://download.gnome.org/sources/glycin/2.0/

  Updating glycin to version 2.0 will require a transition of its C library 
from SONAME 1 to 2.
  There are no current users of the C library.
