The new issue has moved to bug 2114116 now.

IIRC, shutdown splash is affected by what happened during startup. That
is whether or not the console had to be taken over to display any
messages during startup, or whether you used text mode switching to any
VTs.

Another issue is speed. If Plymouth doesn't need to be displayed for
very long then I think it's optimised to not display anything. And it
does seem to be a bit faster in Questing than Plucky.

Still, please use bug 2114116 now.

Bug description:
  After updated to questing (25.10 dev branch), there is no plymouth boot 
screen.
  I try to install previous 24.004.60-2ubuntu7 by manual download deb file and 
"dpkg -i" and all works fine with it.

  PS. I'm use kubuntu
