To build the static library is would need to use --default-
library=static , that would be a request for Debian though since we sync
the package from them and aren't going to add a delta to re-enable
static build only in Ubuntu

  libcairo.a is no longer packaged

Status in cairo package in Ubuntu:

Bug description:
  In Ubuntu 22.04, a libcairo.a static library was available, in the
  libcairo2-dev package.

  In Ubuntu 24.04 and later, the libcairo.a static library is no longer
  available in any package. There is no entry mentioning this in the
  Ubuntu changelog for the source package at
  
https://changelogs.ubuntu.com/changelogs/pool/main/c/cairo/cairo_1.18.0-3build1/changelog
  (though there is an entry for "Build with meson" that might account
  for the file having gone missing).

  The absence of this file prevents building statically linked
  applications that depend on libcairo, when developing software on
  Ubuntu.

  The missing file should be restored and a new version of the package
  should be published for 24.04, since in the absence of a changelog
  entry it seems likely that the file was not removed on purpose.
