In Ubuntu 25.04 (Plucky Puffin), there is a discrepancy between the actual WiFi 
connection state and what is displayed in the UI. While WiFi is working and 
connected to a network, the WiFi toggle button in the GNOME UI appears disabled 
(greyed out), suggesting that WiFi is turned off. This creates confusion as the 
system is actually connected to WiFi and has internet access.
Steps to Reproduce:

Install or upgrade to Ubuntu 25.04
Connect to a WiFi network
Observe that the WiFi is functionally working (internet access is available)
Check the WiFi toggle in the system menu in the top right corner
Note that it appears disabled/greyed out despite the active connection

Current Behavior:

WiFi is functionally working and connected to network
System menu shows WiFi toggle as disabled/greyed out
nmcli general command shows "WIFI: disabled" despite active connection
NetworkManager logs show successful connection to WiFi networks

Expected Behavior:

WiFi toggle should be enabled and reflect the actual connection state
UI should accurately represent that WiFi is enabled and connected

System Information:

Ubuntu Version: 25.04 (Plucky Puffin)
Desktop Environment: GNOME
NetworkManager version: 1.52.0

Diagnostic Information:
When running nmcli general, the output shows:
STATE      CONNECTIVITY  WIFI-HW  WIFI      WWAN-HW  WWAN      METERED
connected  full          enabled  disabled  missing  disabled  no (guessed)
This indicates a state inconsistency - connection is "connected" with "full" 
connectivity, but WIFI shows as "disabled".
NetworkManager logs show successful WiFi connection:
device (wlo1): Activation: (wifi) Stage 2 of 5 (Device Configure) successful. 
Connected to wireless network "Vaalaham"
Attempted Solutions:

Changing WiFi power save settings
Using nmcli radio wifi on (completes successfully but doesn't change state)
Restarting NetworkManager
Rebooting the system

None of these solutions resolved the UI inconsistency issue.
Additional Context:
This appears to be a UI bug where NetworkManager is handling the connection 
correctly but not properly updating its internal state flags to reflect in the 
user interface.
