Sometimes on boot windows will take forever to open and not have
proper theme when they do open

Bug description:
When I launch Ubuntu with Xorg sometimes windows will take a very long
time to open (terminal/settings for example) and when they do
eventually launch they are launched in light theme instead of dark
theme. This doesn't seem to happen with Chrome, but pages take forever
to launch until the issue is resolved and stuff starts loading
normally again.
This does not appear to happen when launching w/Wayland.
