In 24.04 I installed software-properties-gtk from proposed, started orca, the screen reader, and went to "Ubuntu Pro" tab in software- properties-gtk. Then I tabbed until "Compliance & Hardening > Only recommended to..." element was selected, whereby the screen reader read its contents, namely "Compliance and hardening, only recommended to (...) Common Criteria", so this is working as intended.
