  desktop-raspi should be based on desktop-minimal, not desktop

Bug description:
  [ Impact ]

  The current Desktop for Raspberry Pi images are "full fat" images
  including libreoffice, rhythmbox, shotwell, etc. Just as the PC
  desktop image now defaults to a "slim" installation, and given the
  space issues in producing the desktop images (LP: #2103735), we should
  switch the desktop-raspi seed to derive from desktop-minimal instead.

  Partly, this will alleviate our image building issues, but it also
  gives users more choice in what they want in their installation (as
  uninstalling seeded applications currently will result in removal of
  the desktop-raspi seed, which in turn makes ubuntu-raspi-settings-
  desktop removable, with all its tweaks for the Pi's hardware).

  [ Test Plan ]

  To check fresh installs:

  * Build local test images with updated seed:
  * sudo snap install ubuntu-image --classic
  * git clone lp:ubuntu-images
  * mkdir output
  * sudo ubuntu-image classic -v -O output/ ubuntu-images/ubuntu-pi-arm64.yaml
  * Flash output/*.img to test card
  * Boot test card and run through initial setup
  * Ensure desktop operates normally afterward

  To check upgrades:

  * Install oracular on test card
  * Boot test card and run through initial setup
  * Run through do-release-upgrade --devel
  * Expect applications like libreoffice, rhythmbox, shotwell, etc. to be 
removed
  * Ensure desktop still operates normally after upgrade

  [ Regression Potential ]

  The removal of default applications should be release-noted as it may
  be surprising to some users, and they should be informed of how to
  easily re-install any applications they miss.

  Otherwise, the risk appears relatively low: other desktop images have
  already switched to the -minimal seed, and the main desktop seed
  doesn't appear to have anything "vital" in it. Furthermore, we're
  reducing the default image size rather than increasing it, so there's
  little/no risk of causing out of space issues on anyone's devices.
