Title:
  orca screen reader cannot be turned off and on again

Status in at-spi2-core package in Ubuntu:
  Fix Committed

Bug description:
  After turning the screen reader off, orca tries to shutdown but enters
  a busy-loop pinning one CPU core at 100%.

  After that happens, trying to turn the screen reader on again has no
  effect.

  One must send `pkill -KILL orca` to terminate the process and regain
  the screen reader functionality.
