In 24.04 I installed software-properties-gtk from proposed, started orca, the screen reader, clicked 'Add' in the "Other software" tab and the screen reader started reading the dialogue window, namely by reading its title followed by "Dialogue" and reading the labels in the window (i.e. "Enter the complete APT line (...)", "The APT line includes (...)", "APT line:"), so this is working as intended.
