Thank you for your bug report, there seem to be two fascinating bugs
here at play, both in the dumping code which rendered this hard to
reproduce and then in the solver which incorrectly causes elpa-pip-
requirements Recommends: emacs to be installed despite being previously
unsatisfied.
This is due to a a confusion with Enhances, i.e. we have both an
Recommends: emacs as well as an Enhances: emacs and now the solver gets
mad.
