My investigation lead to https://launchpad.net/whoopsie-preferences where https://git.launchpad.net/ubuntu/+source/whoopsie- preferences/tree/src/whoopsie-preferences.c corresponds the auto- reporting with a file /var/lib/apport/autoreport being present or not.
