https://ubuntu-archive-team.ubuntu.com/proposed- migration/noble/update_excuses.html#packagekit says that packagekit depends on apt for the noble update, but I think this does not apply here and I see no packagekit failures under that apt package.
In any case, I quickly tested installing the updated packagekit packages from noble-proposed on a noble system without also updating apt from proposed, and there were no obvious problems.
