The `wireless-tools` package that ships the `iwconfig` userspace utility has been removed in Ubuntu 24.10 "oracular" (see LP bug #2075850). This has been removed, iw should be used instead. Which is no drop-in replacement. apport requires some changes. On a system that does not have a wireless interface, it is sufficient to symlink /usr/sbin/iwconfig to /usr/bin/true to supress the error.
