end-of-life. We appreciate that this bug may be old and you might not be
interested in discussing it anymore. But if you are then please upgrade
to the latest Ubuntu version and re-test. If you then find the bug is
still present in the newer Ubuntu version, please add a comment here
telling us which new version it is in.

IIRC we modified initramfs-tools recently to handle the no-modules case.

  initramfs-tools should allow building module-less generic initrds

Status in initramfs-tools package in Ubuntu:
  Incomplete

Bug description:
  For the Ubuntu Touch images where modules are only loaded at a later
  point in the boot by firing up the android lxc container initramfs-
  tools should grow a MODULES=none config option which:

  a) does not require a /lib/modules/$(uname -r) directory
  b) does not try to copy any modules into the initrd

  This will allow us to build fully generic initrds for systems that have all 
bits included in the kernel to find their root filesystems.
  Additionally it will result in much smaller initrds on such systems.
