The call that you are referring to is:

```

Only UFS drivers are included that match the kernel modules by symbol
regexp. This does not seem to be enough. It was introduced in
https://git.launchpad.net/~ubuntu-core-dev/ubuntu/+source/initramfs-
tools/commit/hook-functions?id=7ef0f4f446abe98434dcffffd2410247f95b0983

dracut includes the UFS drivers unconditionally:
