On Ubuntu 18.04 containers, systemd can FTBFS due to test-fs-util
failing. When test-fs-util attempts to chmod a symbolic link, this can
fail with EOPNOTSUPP depending on multiple factors (kernel versions,
syscall support, underlying file system).
