The mouse works normally upon starting vim. If it loses control of the mouse in the pseudo-terminal, however, perhaps due to being suspended with ^Z, or turning the mouse off with ':set mouse=', then vim becomes unable to regain control of the mouse when it should, such as being resumed or ':set mouse=a'. The expected behavior is that suspending should have no effect on the mouse within vim, and clearing and resetting the mouse variable should also have no effect on the mouse.
