Bug description:
The latest version of poppler-utils in bionic esm has a regression
that produces blank PDF files.

I created a test file with the text "Test test 123", then ran
`pdfunite in.pdf out.pdf"
Opening this file in a PDF viewer shows the text "Test test 123".
Then I attached a Pro token and updated poppler-utils

This second file in a PDF viewer is completely blank. It's also
missing a lot of metadata and is significantly smaller in size when
checked using "strings"

root@maximum-titmouse:~# strings out2.pdf | wc -l
25
