This issue started with the upgrade to Ubuntu 23.04 and is only happening to 1 
user on the machine.
When logging into the laptop, it is apparent that the desktop is not loading 
(it's supposed to have files saved on it). I can still start application 
because the dock shows and I can press the Super key to view the workspaces.
When going to Setting and selecting Ubuntu Desktop, there is a frowning face 
and the message: "No ubuntu settings found" then recommends filling a bug 
report (the desktop setting page displays for a second or so then this message 
appears).
I've looked thru forums but couldn't find a similar issue.
I tried looking for the desktop file but couldn't find anything wrong.
I tried, from the command line, removing Ubuntu-Desktop and adding it again but 
it didn't make a difference.
I created a new user and it doesn't have that issue.
In my Home directory in Nautilus, I do have a desktop folder which contains the 
files that are supposed to be accessible from my desktop.
I was hoping upgrading to 23.10 would solve this issue but there was no 
difference.
