https://www.openssl.org/source/ states that 3.1 is the latest stable version of OpenSSL. We would like to be on the latest stable version and benefit from the all the fixes that are in 3.1 and not in 3.0. The Since Ubuntu doesn't yet provide a 3.1 version, we're forced to build the 3.1 from source and install it.
