WORKAROUND: Go to Applications > System Tools > System Settings > Displays and make only the Dell monitor as On > click Apply > then make the Built-in Display On > click Apply. This is the only way to make the Dell monitor the primary, and the laptop the secondary as there are no general options, and the app makes the Built-in Display the primary by default, with no General options to change this.
