Short additional note: It's similar to https://bugs.launchpad.net/ubuntu/+source/openssl/+bug/2004477 My expectance would be: If everything comes from the same ubuntu repository, I get a consistent set of tools which work together. I am aware that this is not always possible but maybe there is a chance to backport the fix for this issue.

It seems, that the python3-openssl is not working well with the most recent openSSL version of Ubuntu 22.04. I could update pyopenssl with pip but this might break the update mechanism of apt.
