I think this is pretty much a duplicate of 1971650 which is about migrating to needrestart from the current postinst. I'm not shure if this is a problem of OpenSSL or the indicator plugin from XFCE4 itself - but the reboot advice should be pop up in every desktop installation to sensibilize the user about the security risk.
