FYI, today, I tried installing Elementary OS 7 on the same computer. After the initial installation, HDMI Audio was recognized. However after the second (I think - or 3rd) subsequent system update, HDMI Audio disappeared from the sound settings.
Not sure if this will help you track down what update is causing this? But after installing it, it was no long available. Pulseaudio is showing in the bug report as, before sending the report, on a vanilla install of Ubuntu 22.10, I ran through one more troubleshooting guide that installed Pulseaudio.
