Instead, the debian source tree includes the file but conditional statements in debian/rules makes it absent from the binary packages in Debian. Sadly, when moving the file from src:lsb to src:sysvinit, the conditional statements are not consistent anymore, resulting in the file being absent from the Ubuntu binary package as well.
