I assume this is for the new implementation in 2.4.6. This is unfortunately not feasible as the code works the same way as upgrades held back for other reasons.
Some hacks could be added that improve this in most situations but that also requires significant refactoring and does not solve all the cases. The key take away is that there is a difference between how many packages are upgradable themselves and how many packages can actually be upgraded.
