Public bug reported: I've looked around but cannot figure out where this problem originates, but if I go into Ubuntu Settings -> Sound, and set both Output Device and Input Device to my USB Audio device, it starts showing a level meter, recording at 44100 Hz. If I then press the Test button for the Output Device, it plays at 48000 Hz:
