I've looked around but cannot figure out where this problem originates,
but if I go into Ubuntu Settings -> Sound, and set both Output Device
and Input Device to my USB Audio device, it starts showing a level
meter, recording at 44100 Hz.  If I then press the Test button for the
Output Device, it plays at 48000 Hz:

My hardware cannot handle different input and output sample rates at the
same time.  It should pick one or the other and use it for both.  macOS
always uses the same sample rate for the entire device, for instance.
