The toggle being greyed out is wanted since the service is not available
but maybe the UI could reflect better when it's disabled?

Reassigning to update-manager though since the main issue is that the
hint displayed is invalid.

It's probably low importance once livepatch is available

Bug description:
  After an upgrade from impish to jammy, update-manager rightly notifies
  me that livepatch should be available:

    The software on this computer is up to date.
    Tip: You can use Livepatch to keep your computer more secure between 
restarts.

  However, when I click on the 'Settings & Livepatch' button to launch
  software-properties-gtk, after attaching a UA subscription to this
  machine (which I hadn't done previously), the Livepatch toggle is
  grayed out.

  Running 'sudo ua enable livepatch' reports:

  Livepatch is not available for Ubuntu 22.04 (Jammy Jellyfish).

  So perhaps this is an issue of update-manager only checking that we're
  on an LTS, rather than checking that the livepatch service is
  available from the server?  But, that also means connectivity issues
  could result in the user never being prompted to enable livepatch.
