You have been subscribed to a public bug: Since Ubuntu 22.04 beta includes only openssl 3.0, any and all packages that do not recognize newer openssl versions and depend on previous versions can't be properly installed.
As an example, in my isolated case I'm trying to install SafeNet Authentication Client to be able to use eToken hardware key: # dpkg -i /SAC/safenetauthenticationclient_10.8.28_amd64.deb Selecting previously unselected package safenetauthenticationclient. Package libssl1.1:amd64 is not installed. dpkg: error processing package safenetauthenticationclient (--install): dependency problems - leaving unconfigured Processing triggers for libc-bin (2.35-0ubuntu3) ... Errors were encountered while processing: safenetauthenticationclient The package depends on "libssl1.0.2 | libssl1.0.0 | libssl1.1" and at the moment this dependency cannot be met without resorting to manually installing the required library, which is not a good way to go.
