According to the policies in place for ModemManager in /etc/dbus-1/system.d/org.freedesktop.ModemManager1.conf it looks like only root can really do something. Assuming this is right, then I'm wondering why GNOME Control Center tries to directly access ModemManager instead of going via NetworkManager ?
