With pulseaudio lock screen notifications turned on (by default), every time an audio device is added or removed, the screen gets woken up to show the notification. When a monitor goes to sleep, it switches off the HDMI audio channel connected to pulseaudio, which causes a notification, which causes the screen to switch on again. Then the lock screen goes to sleep again after a timeout. Rinse, repeat. Fixed by switching off lock screen notifications for pulseaudio, but this was a head scratcher for a good few months.
