The names of the timezones as presented in the installer aren't managed by ubiquity, they're inherited from the tzdata upstream. Reassigning to the correct package for this bug; however, this is not something Ubuntu is likely to deviate from the upstream on, so discussion regarding the preferred English name for the city should ideally take place upstream with the tzdata maintainers.
