Screen flickers in Ubuntu Mate 21.04 and Ubuntu Unity 21.04

Bug description:
On upgrading from Ubuntu Mate 20.10 to 21.04 I observed screen
flickering.
I observed the same on clean install of Ubuntu Unity.
I eventually fixed this by following this advice:

Create file /etc/X11/xorg.conf.d/20-intel.conf :
Section "Device"
Identifier "Intel Graphics"
Driver "intel"
Option "AccelMethod" "sna"
Option "TearFree" "true"

My graphics card is Intel.
